Why CSAT Must Go
I WAS the first one to raise voice against CSAT as early as Nov. 2010 in Dec. Issue of Civil Services Chronicle (CSC) December issue, 2010. I had many basic apprehensions including :
1. Aptitude (as the General Studies Paper II is referred to) can not be judged through multiple choice questions). If aptitude is to be tested then the Interview should be conducted on the pattern of IMA/GDA.
2. The aptitude for civil services can not be based on CAT/MAT which optimise selection for selection for management jobs. If CSAT Paper (II) is based on pure biology or Earth Sciences, what will be the reaction of proteges of those supporting presenting system?
THE CSAT was introduces by the present Chairman of UPSC who is a protege of UPA government. He must have explained what was wrong with previous system before introducing the new one. He had said:
(a) THE new system is to reduce the role of coaching. The fact is that many more institutes, previously couching for management or banking , have entered the field.
(b) THE system will result in levev playing field for all aspirants. The results show that the system is favouring those with BE or B. Tech background.
(c) In IAS 2014, a new element has been added regarding minimum score to qualify in Prelims, i.e. 30 marks for GS Paper I and 70 marks for GS Paper II (i.e.CSAT) Why the difference? Simply because those with BE/B.Tech background are poor in GS but strong in CSAT? while opposite is the case with background in arts. Why not to have the same qualifying score for both the Papers to have a level playing field, i.e. 70 marks each?
WE Must realize that the present Chairman of UPSC was appointed by UPA II and he can not expect any post retirement benefits from the present government. Why should he spoil his relations with his original masters. I have been telling the same to all media channels but without any effect so far.
The NDA government intends to remove English comprehension from Prelims. That is not the solution. They must look into the issue comprehensively to find a solution. This I am saying (as a Civil Services expert with 34 years of experience) to restore the original nature of Civil Services In India.
